In 1999, the World Trade Organization convened in the Washington State Convention and Trade Center in Seattle to begin negotiating in the midst of a changing, globalizing economic world. Meanwhile, climate protests in the city of Seattle have begun to dominate all coverage of the meeting. In this general assembly, what will the delegates do to accomplish their nation’s policy aims while cooperating with the city to manage the situation on the ground?
